Early Beginnings

School Leaving Certificate (SLC)

National Examination Board (NEB) – Structure (As It Is)


In conjunction with the implementation of the Education Act of 2073 (2016 AD), the Higher Secondary Education Council was dissolved, and the National Examination Board was established. The responsibilities related to school affiliation, scholarships, and school operations, previously overseen by the Higher Secondary Education Council, have been decentralized to local levels. Similarly, the task of curriculum development, development, and equivalence assessment has been delegated to the Curriculum Development Center. The functions pertaining to the examination of Class 10 (SEE) and the examinations of Class 11 and 12 (SLCE) fall under the jurisdiction of the National Examination Board. According to the provisions of the Act, the primary function of the National Examination Board, established for conducting, managing, and enhancing school education examinations, is focused on developing the examination system.

The National Examination Board is defined in the Education Act as an autonomous and organized body with continuous succession. It has a distinct entity for all the functions of the Board. All the work previously carried out by the Examination Control Office of the Higher Secondary Education Council is now conducted by the National Board. The movable and immovable property and liabilities under the name of the Higher Secondary Education Council have been transferred to the Board.

Board Structure

The establishment of the National Examination Board is governed by the following provisions:

  • A Chairperson appointed by the Public Service Commission, who holds at least a postgraduate degree and has at least twelve years of experience in the field of education and examination, and is recommended by a committee formed by the Ministry of Education, including at least one female member.
  • The Secretary of the Ministry of Education, who serves as the Vice-Chairperson.
  • The Undersecretary of the Ministry of Education (in charge of school education).
  • The Director-General of the Department of Education.
  • The Executive Director of the Curriculum Development Center.
  • The Member-Secretary of the Council for Technical Education and Vocational Training (CTEVT).
  • The Controller of Examinations from Tribhuvan University.
  • Three individuals with at least ten years of experience in education and examination, including at least two females, are recommended by the Ministry of Education from the community and institutional high school members.
  • Two individuals with at least ten years of experience in education and examination, including at least one female, nominated by the Ministry of Education from among the first-class officers of the National Education Service.
  • A Secretary from the Ministry of Education serving as the Member-Secretary.

The roles, duties, and powers of the National Examination Board are as follows:

  • Formulating policies in line with the examination-related policies approved by the Ministry of Education and implementing them.
  • Preparing and implementing long-term plans for the Board.
  • Evaluating the quality and standards of school education examinations, whether met or not.
  • Approving the annual budget and program of the Board.
  • Mobilizing financial resources necessary to operate the Board’s work smoothly
  • Submitting periodic and annual reports of the Board to the Ministry of Education.
  • Carrying out other tasks as per the Act.

The office of the National Examination Board is located in Sanothimi, Bhaktapur, where daily operations are carried out. The National Examination Board is responsible for overseeing the examinations for Class 11, Class 12, and Class 10 (SEE) at various levels. Class 10 exams are conducted at the provincial level, and guidance for overall school education exams is also provided within the purview of the National Examination Board.

Branch Offices of the NEB

The National Examination Board has seven provincial offices and branch offices in four districts, which work in coordination with the District Education Development and Coordination Units to streamline services. These offices provide educational certificates (transcripts, migration certificates, and provisional certificates) to students who have completed their education under the Board’s jurisdiction.
